Syndrael's feat is, "Use during your turn to choose a hero within 3 spaces of you. You and that hero may each immediately perform a move action. This is in addition to the 2 actions each hero receives on his turn."It's difficult to say if this can be applied to NPCs. They are "treated like heroes," which implies they should be able to be affected by Feats that affect heroes. However, Syndrael's feat has that little addendum, "in addition to the 2 actions each hero receives" and NPCs do have that, they have their own special actions specified in the quest. So that implies that Syndrael's feat can only be use on the player heroes.
I would probably rule that Syndreal's feat CAN be used on NPCs.
